HunnieBunnie, you might also consider confining pup in a smaller area with his open crate and pee pads covering the floor (maybe a laundry room or bathroom) to increase the likelihood of his using the pads. You want him to get used to the feeling of having them underfoot when he potties.

If he's soiling his crate, he's not learning anything by being locked in there. Here's a link to a good article on crate-training if you decide to start over with it:
