I think it would be next to impossible to teach your pup to whine louder for one thing and quieter for another.....

You might try leaving the crate door open (you have to start some time) and let him leave it to use the pee pad. He may want to return to the crate then to go back to sleep. You could just try it for a couple nights and see how it works out.
