They are most probably referring to the shape of the head.

The traditional terrier head is more flat on top instead of being very rounded. Some people even advertise their yorkies as being apple-headed -- that is not traditional nor to standard.

Just as the AKC standard for Yorkshire terriers says: "Small and rather flat on top, the skull not too prominent or round, the muzzle not too long, with the bite neither undershot nor overshot and teeth sound. "

I also have a Jack Russell and they make a point to distinguish the traditional head as being more flat on top too: Correctheads This site even explains why. I think the "why" would be the same for the Yorkshire Terrier too, as they were both bred to be working dogs.
