I was having the same issues with my two 2-1/2 year old yorkies. Just recently, I started taking the dried apple cider vinegar capsules for myself. They would be throwing up and it would be either yellow or green bile sometimes foamy. I decided to start giving them some! I've heard that it's as good for them as it is for us so I'd give it a try. There hasn't been any vomiting since!! And as for the throwing up food, I also recently read an article that really made sense. When a dog eats dry food, it mixes with the fluids in their stomach and expands, hence making them fuller than they should be, any they throw it up. So wetting the dry food and letting it expand prior to ingestion works, OR just feed smaller amounts at a time so that they don't get over full.
