If small enough (and if your dog is generally calm), they
may be willing to try it w/out anesthesia. However, light sedation (like propofol) would make it so much easier on the whole thing (light sedation is different than general anesthesia, where they're intubated and everything). Marcel had a few of these removed and it was super easy for them. He had the light sedation as well.
