Yorkies are not well known to be good with children. I know that may not be a popular statement to many, but it is true.
I cannot tell you how many we get in rescue because of the problems with children. Often it is simply because children are too quick in their movments and it scares the pups.
This little guy could very well have been around children and not been happy with them; and it could be behavior that is ingrained. I would not push it too fast with him. He has been through enough!
I would teach the children to stay away from him until and IF he settles. I have one here who has not gotten used to my grandson yet and he is four years old. He knows to leave her alone! She was traumatized long before coming to my home and while she has come a long way, she still has issues.
