Default When to intervene in dog play?

Hey, I was at the dog store yesterday shopping, and this pup (believe it or not smaller than harley) was playing and got a little rough, he was jumping around him a lot, and climbed on him a few times, the owner was good, and was correcting her puppy, but Harley just laid there and let it happen, which is weird, cause he's usually the annoying playful pup.

If it's in a situation where the dominant dog is smaller, when do you intervene? I wasn't concerned cause the owner was watching and would take her pup off when he jumped on, but I've just not come across a smaller dog then Harley. lol... with bigger dogs we don't let them play unsupervised or off leash (at first) cause Harley is so delicate. (3lbs).
