I think when it is to the point where you can't take care of yourself it is animal hoarding. I talk with plenty of breeder who themselves have 8-10 dogs plus puppies at any given time and that wouldn't be considered animal hoarding becuase they can take care of themselves and their dogs.

I think when you don't have the time, space, or energy to take care of yourself or the animals it's hoarding.
