I have a climber who has scaled every xpen aqnd baby gate she has been behind or enclosed in. I tried putting a sheet on top with closepins all around and she would find a spot to get thru. The only thing that could stop her was a piece of plexiglass with holes drilled in the corners that can be attached to the inside of the gate. Now I purchased a gate/xpen that NONE of mine can get thru.. it is from Carlson and they have them at Ryans pet supply (online) they are expensive but well worth the money. It also has a swing open walk thru gate in it and the bars are close enough together that even a puppy (older than about 10-12 weeks) cannot get thru.
