The shelter in the county south of us has a used clothing store that they use and raise quite a bit that way.
If you don't already, you could raise money through crafts and sell tickets to dinners. If you have any pet supply stores, perhaps you could go a couple of days a month and have a few pups and ask for donations of food and money. Petsmart has pets from shelters like this. You could also ask your radio and tv stations to place announcements that donations are badly needed to keep the shelter open. When in need, beg!
