For Orijen, you should feed 3/4 - 1 1/4 cups for dogs between 1 - 10lbs. Start him out with one and a quarter cup per day and see how he does. If he puts on weight, be sure that he stays within the healthy range. If he picks up too much, cut back on the food.
I can't really help you with the treats question: I try to make their treats myself so that I can know what is in there. Or I use fresh fruits and vegetables. My dogs love apples, nartjies, oranges, carrots, berries, etc. Just remember that grapes are not safe for your dog!
