In my opinion, it totally depends on what kind of "shock" collar you buy and how it works, safety features, etc. We used one to teach Sully not to bark and only used it for about a month, only when we left him alone in the house in his kennel (he used to bark, bark, bark) And it worked like a charm! Now we have no barking problems at ALL! He still barks, but he knows the difference between "good" and "bad" barking, I guess you could say.

I know everyone will have a different opinion on this....and I hate people to think I'm cruel b/c my husband and I used one on Sully, but it was SO mild! We tested it on ourselves and we always kept it on the lowest settings. It was barely noticible...but to our little dog, it did the trick. We're not cruel people, I promise! We love our little Sully - He's our world!
