My schnauzer cross has something similar.
We first noticed them a couple of years ago, they started out as dark freckles and got larger.
She would scratch and bite at them and they eventually turn into scabs.
We Frontline our pets so it wasnt fleas, we took her to the vet and were told it was some sort of allergic reaction possibly to pollin or something in the grass.
Benadryll seems to help a little but so far we havnt found a soloution to them.
