We did piddle pads first, and then transitioned to outside. Scarlett has had no problems realizing that both are available for her personal use. I'm glad I did it that way because we can get some pretty nasty weather sometimes (heavy rain and thunder/lightening) so we always have the piddle pads to fall back on.
