That is not true....The offspring will all carry for it if it is on both sides like your pup had. It is recessive and needs to be on both sides however it is in many lines out there and when it rears its ugly head the parents should not be bred together again and the breeder ethically should be notifying others of this issue IMHO. That is how lines get tainted and it keeps on going and getting in many lines and ends up with puppy mills who mass produce these issues.
Does not sound like a well respected breeder in my opinion. I say get the proof, have an ortho vet write it out, check on your states puppy lemon laws, and then hit the breeder with the bill. Legally this breeder is responsible for some financial piece of this babies surgery...once again my opinion...but check the laws
