Poor Maddie- dogs really do have a difficult time of trusting other dogs and people when they're treated terribly as young pups.
It's also very difficult to keep an agreement such as you made when it comes to dogs like Chester who need help finding where they belong. I do pray that you find his family soon and that everyone and every pup comes out better on the other side of this ordeal.
