In Boston, I usually take my (friend's) yorkie everywhere on the train and bus. And I see dogs on the train and bus sometimes. I usually don't put him in the bag. Only once a bus driver advised me to be careful with a pup not to bite or scare anyone. It might be good to put a pup in the bag but if not, I think it will be okay.
