Try to eliminate the rough treatment from your Lab. If this is an injury of sorts, it may cause permanent problems if allowed to continue.

Could be a problem with the nail/nail bed. Pay special attention to his feet when bathing, be sure his feet are washed and rinsed well... and especially dried thoroughly. You may want to wash his feet (and dry thoroughly) in between baths if the licking isn't decreased. Last but not least, maybe put an e-collar or similar type collar on him for a while to see if it will heal up without him licking on it. If it does heal up, preventing the licking may be enough to break the habit or when it heals hopefully the behavior won't return.

Also, pay special attention to his feet after going outside. He may be getting his feet wet or damp, or may pick up something from whereever he is walking.
