There is no consensus about any vaccine. The protocol you are thinking of it newer and not widely accepted. Another more middle of the road way to do it is puppy shots, one year booster, then every three years. A good portion of vets still do it the old way (puppy shots and then every year after). And there are more, less common variations. It's something we all need to research and decide for ourselves with major input from the regular vet.
