I agree they need to walk most of the time too. But I see a lot of times a stroller would be very useful just to ensure they are safe and not stepped on in a crowd, little paws kept off the terribly hot pavement in summer and out of the snow in winter, even to ensure they don't try to take off after other dogs or sniff around what they leave. Most of all a stroller is sort of like having their bed on wheels. A little more room than a purse type carrier and nice for multiples since they get HEAVY in carriers. Definately cannot be a substitute for daily walks though. Luckily mine have a fenced in acre to run in and exercise is no problem. I have not decided if I would use a sroller enough to make it worthwhile, but I can sure see situations where they would be great!
