Well, I have, in a roundabout way.
I started mine using pads indoors and gradually moved it closer to the door until I moved them into the attached garage.
I wanted her to use pads in the garage if the weather was really bad and go outside the rest of the time. Somehow we got to that point. It worked with my other yorkie, too. So, yes, it can be done for sure if I did it.
