OK First thing first.
Neutering your male would be a good start.
If you work 9 to 5 you can make the same program for both of them.
Keep in mind that the little one will copy all the behaviors from the older one.
Here is a suggestion
Feed them both in the morning and then make sure they go to their pee pad, both of them. Before you leave remove the food.
When you come back at the afternoon, take them both for a walk.
When you return from the walk let them calm for some time (about 15 minutes) and then feed them. (leave their food for about 20 minutes and then remove it even if they do not eat)
If they eat make sure they go to the pee pad. After about half an hour you can play with them and then they will go to sleep.
You can feed them again at night if they are hungry again by presenting their food for 20 minutes and then removing it.
Dogs are creatures of habit. They love schedule and after a couple of weeks they will change their behavior.
I have to female Yorkies and I also started all wrong. Then I started this kind of routine and now they are very balanced.
The walk I believe is the key to their behavior and that's something that you will see after the first few days.
Try to stick to your program and you will see two different Yorkies very soon
