Something also to keep in mind is that older dogs generally take it upon themselves to teach puppies their p's and q's. Maybe that's what's happening here to a certain extent, but it's concerning that Cooper is actually locking on. If Cooper just air snapped, I don't think that would be a big deal.

Older males sometimes tend to bully male puppies also.
