I got my Yorkie when he was a bit older (close to 2) and he did not know any basic commands. I have been working consistently with him over the past year, and he is really learning a lot, which I think is amazing as his former owners had not worked on obedience training with him at all.
To start, I figured out what motivates him individually. He is very treat motivated, and he loves carrots. I chopped baby carrots into bite-sized pieces, and dedicated time every day to train him consistently. When he would perform a command correctly, I rewarded him by praising him and giving him a bite of carrot. He's learned several commands this way.
