Most shelters won't let animals go unless they are already spayed/neutered, so they have been doing juvenile procedures for years. As long as they weigh enough, not a problem. 12wks is fine, however, since you don't have to worry about heat until maybe 5mths, I'd consider waiting for 16-22 weeks so that she has a bit more weight on her. also, it would be nice be able to get any leftover baby teeth pulled at the same time to avoid a second surgery. I'd wait until all her big teeth are in, as well. Couldn't hurt.
I had my cats done (I have a boy and girl) when they were about 10wks. Went fine. It took me a long time to find a vet willing to do a juvenile procedure, they seem to think it should be reserved for shelters.. I don't know why.
