Yes there have been issues with the percentage symbols showing up normally. It is a fluke whether it works or not. It was a very prevalent issue in the Blue Buffalo Preference thread (link below). It would work sometimes and not others and for some people and not others.
Also, yes the grand universe loves to do that... especially with technology. It doesn't work... SEE? Wait... it's fine... nevermind. Then you look like you're crazy
