If this is a recent problem, I would have her checked out by a vet first to rule out a health problem such as worms. But I have to agree with the others here who have said that at her weight, feeding her once a day is dangerous to her health.
Also, at 7 months old, she's still a baby herself. Would you expect a toddler to be perfectly potty trained? Puppies, like kids, get thrown off when their routine is disrupted. I imagine that since you mention a new baby, that the dog's sleep is probably disrupted a bit with the baby getting up and down at night. That in turn is going to throw off her body rhythms.
The ex-pen is a great suggestion. It's possible that her crate is just too small now, and when she goes, she has NO option but stepping in it because there isn't room.
