I have the exact same thing going on in my back yard too. Luckily I only have one side to deal with, but it is the longest side. It is frustrating too because they have a big dog, not agressive, just big, lonely, and bored, but they don't have to worry about injury to her if somehting was to happen based on size alone so they don't really work with her on the issue. She digs under the fence and when her nose meets my dogs' noses there is a lot of barking and fence running. At that point I usually just call my dogs in. I don't need them hurting themselves because when they get all worked up like that they don't really think well.
