If you REALLY read all the posts, you would see she HAS reported this breeder to the authorities. (Quote from earlier post: "I have reported them to every agency I can think of. I reported to the Humane Society last week and am hoping and praying they will do something.")

Unfortunately it can take years of complaints and multiple inspection failures before anything ever seems to be done. Sometimes a good news report does more to sway these "authorities" into shutting the horrors down. This thread looks like it has plenty of first hand information from those who have seen the place, have had to deal with the traumatized puppies, and tried valiantly to report to authorities. But thank you -- it is good that you are bringing the thread up to the top of the reading again. I like to see these ongoing battles stay in the limelight so people can BEWARE.
