  Brenda, I say the same thing to Toby.  When we first got him I made him wear them a lot because he was marking his new territory (he was neutered too).  From what I'm told, dogs that wear belly bands don't like to be "wet" and they learn to hold it longer.  Not sure if that's true but Toby now only wears a belly band when we are gone for long periods of time and hasn't pee'd in the house in several months!  But he knows what his pants are.  The only issue I have is when we get home getting him to hold still to take them off.  He goes crazy when we get home! 
I'm a firm believer in belly bands.  I am fortunate that he doesn't need to wear one all the time.  I guess all the "good boy" and treats taught him it pays to potty outside.
