Not sure, but the first thing I would do is bring him to the vet to be sure there isn't a health issue (UTI, etc.). If all is well there, then maybe he's just not getting enough time out of the crate. 9 hours is a long time for a 7-month old. Have you thought of an x-pen during the day with a pee pad, toys, etc., and reserve the crate for just at night?
