Sad Peeing in crate

I have a 7 month old Yorkie who I've had now for 3 months. We are still having potty training issues. They say that a dog won't go potty in his personal space but that's not true. I've been crate training him since day 1 and in the last month he has been pooping and peeing in his crate. He recently stopped with the pooping but now he pees all the time (while I am at work and at night). I take him on a 45 minutes walk after he eats and drinks to get as much of it out and get him tired. He usually pees twice. Then I am away from the apartment for 9 hours while I am at work and he pees in it.

I know he can hold it because he was doing this for a while. He also runs around the apartment for hours and looks for his leash as to tell me he wants to go outside. I am just so incredibly frustrated. I need some helpful tips, guidance, secrets, anything you can offer me.
