While I was in PetSmart yesterday I saw something that supposedly stops them from doing this. Its just this plastic square frame. I think maybe there's a top piece and a bottom piece and they snap together around the edges of the pad so the pup can't tear them up. I haven't ever used it so I don't know if it works and I believe its just for the disposible pads, but if this is what you are using it may work. Someone else may know more about it though. Just thought I'd share what little I did know.
