I would absolutely recommend you consult an animal behaviorist. I don't think Jesse can be fixed on a forum. None of us are experts. Behaviorists and trainers actually train the owners how to deal with the behavior.

This is serious behavior that probably will escalate to someone getting bitten if it isn't dealt with correctly. I would not let him be around children at all from now on.
