Default Losing my mind!

Here is the story. My little guy, who was a rescue case years ago is still a pee'r. Hikes his leg on everything. It is making me crazy. I put a belly band on him but he always seems to get it off. I have tried many types too. The wrap around with a nice pad that you can wash, the narrow one you put a pad in ect. His story to preface the issue is,,,.,He belonged to a disabled gal who had a two story condo. She had issues going up and down stairs so she tied him to the leg of her bed on an 18 inch lead on papers. That was his life pretty much. So to this day he circles the direction he was able to move around in. Scared of his own shadow. Poor guy. He belonged to a client at a vet hospital I worked at. So I took him home. He is a 3 pounder. At the time he was 2 1/2. I tried to house break him, crate train, paper train ect. but not sucessfully. So I put out the puppy training pads and cover a large area on a laminated floor and end up with a lot of cleaning. He is now 6. I try not to get too upset about it but it is wearing on my nerves lately. There are 3 other small dogs that live in my home as well. So is there any other tricks to try to house train him at this late stage? Or should I go back to a crate and how would youi go about it? I work part time so not home all of the time. I love him to death but just about had it. Thanks for any input I really feel in my mind that it just is what it is and wonder if others have had any sucess with breaking the cycle at this age?
