At 14 it could be congestive heart failure or his liver, these things can cause abdominal swelling. There are other things that cause abdominal swelling but those would be the 2 most common things in an aging pet. I would take him to a different vet for a second opinion before I let anyone put him through surgery at his age. How long has he been this way ? is he eating and pooping good ? how often is he pooping ? is he having any trouble peeing ? How did they diagnose a mass in his liver ?
