A hernia will be soft to the touch if you press on it. They occur when their is a gap in between the muscles and intestine protrudes. It doesn't necessarily mean that it was a bad spay job, but that something happened to cause the muscle to separate again. That something could be her being over active before she was completely healed.

Is it possible that what you are seeing is a keloid (raised) scar from the spay? Those will be firmer to the touch and smaller than a hernia.
