Not sure about the eyes.. all I know is I have a houseful of Yorkies, I spray and no one has ever had an "issue".. I usually just spray in the air or by the ground.. also have a friend who has been using this method on her yorkies for 20 years without any "eye" issues.. but I understand what your saying.. I've got a great bottle for out on the porch.. I'm getting very good aim!! LOL
