Have you considered Lattice work . My daughter bought the white plastc lattice and my husband just cut it to fit the stair area . The holes are small enough the puppy does not fity through. You can buy 4x8 sheets at a building suppy or garden center pretty cheap . Most people use it to cove in area below decks. I will try to attach photo of lattice
