Default Is the Rabies Shot Required for Flying?

My new puppy, Rylie, is coming home on November 11th, but we are flying to go pick her up and we are bringing her back home in the cabin. Now I know a health certificate is required by the FAA, but I have a question regarding vaccines, specifically the rabies shot.

My little girl will not be 16 weeks (she will be only 12 or 13). 16 weeks is when the rabies shot is usually given, but will the airline allow her on without it???

I'm hesitant to have it done early because I know small dogs can have terrible reactions to too many vaccines (especially rabies) and the rabies shot specifically should be given 4 weeks after the last round (e.g. vaccines at 12 weeks and the rabies at 16 weeks).

Please help!
