Default Help with new dog

I recently got a 5 month old male Biewer and a 7 month old female Yorkie from the same breeder. The female seemed laid back when we saw her. We took her home first and picked up the Biewer 10 days later. The female was problematic with eating from the beginning. She still seemed active. Once she finally started eating regularly, she turned into this very agressive, active dog. The breeder said she was very laid back and that is what we saw at the breeders house. The female Yorkie harasses my other dogs when they go out to potty and will not stop. She knows "no" and "off" but doesn't comply until you have said it way too many times. She does not respond to the water bottle at all. She thinks it is fun to catch the water being sprayed at her. I am at my wits end. She is a beautiful dog with great bloodlines but goes non stop in spite of all the exercise she gets running the pen. My other dogs have stopped playing with her (and they are bigger dogs) because she plays so aggressively. I have had to physically pick her up outside so that the other dogs can go potty.

Can anyone give me any advice on how to help this dog fit in with everyone. The Biewer is doing fine with everyone but the female Yorkie acts like the energizer bunny on drugs. I would appreciate any help.
