Time to go back to basics. Use an xpen and limit his space. Do not let him have the run of the house unless you watch him like a hawk. Then you can catch him circling before going and either put him on the pad or take him outside and praise when he goes where he should. If you put him on the pad and he runs off, grab him and put him on it again. If he runs again put him in the xpen on the pad and leave him there or stay outside with him till he goes...your will has to be stronger than his stubborness... that is hard. I had one just like that and it took me 3 months of back to basics and her stubborness was strong and I almost caved more then once...good luck
