Pups start cutting milk teeth by 3-6 weeks. Mine always have them by 4 weeks. This pup should not have been released so young. Is it possible to return it to the mother/litter mates for proper socialization/development? If not, your friend needs to be aware of behavior problems that will almost certainly develop and should read up on care of very young pups. It is likely that it is far too young for immunizations and should not be allowed outside or allowed contact with other animals.
Many bad bybs can't be bothered to care for pups when they begin weaning. This is the same time the mom's stop doing clean up duty so there are messes to clean up throughout the day, and routine care to provide. Some greedy breeders lie about age to convince people they are getting a smaller pup than what it is. This ignorance/greed makes me angry.
