The problem is is that the same size vaccination is given to a great dane as it is to a yorkie. I would trust my gut if I were you and find a good holistic vet. My vet does phone consults and also has a book
Dr. Marty Goldstein - Important Resources that really informed me - I was alarmed when i would get postcards in the mail from my first vet telling me I needed a million different shots for my dog and he was so small it did not seem right. So I found someone that I could trust and that did what was necessary. I would totally recommend his book- I think in the book they list holistic vets around the country and maybe on his website. I would get as much information as I could before you decide on what you should do if she had such a bad reaction- I read yorkies can get a "wet brain" type of reaction if allergic or over vaccinated- so it's definitely worth looking into.
