Nope, they ARE breeders...their dog had pups, they are considering breeding them again. They are BREEDERS in every sense of the word. "Legit" clearly is a term wide open for interpretation.

I think of the situation is that they seem like they are irresponsible pet owners and now breeders too. If they are planning on doing it again, then it seems like they are content to stay that way. Whether the pedigrees contain 'a name or two' means very little in even planned breedings, and even less in this one.
