Seems to me they are wanting to place bare minimum conditions on breeder dogs. I mean com'on--requiring at least one meal a day and one vet visit a year?? They can still live in cages so long as they arent stacked and have enough room to stretch?? I cant swallow the idea of only feeding a breeding female one meal a day....sick to even think about it.

Doesnt solve any puppy mill problems. I didnt read the entire thing....just skimmed.
