Let me just say this:
While I agree that change needs to be instituted to insure the quality of life for all living things, I think this proposition goes a bit far.
When regulations are implemented that require care superior to that required by humans it has gone a bit far.
I understand, in an ideal world all dogs would be cared for as family, but I have family members who have no air conditioning yet, and I am sure there are times it gets above 85 degrees farenheit in their home.
