Sometimes it's hard to tell when they're that young, but my guess is silky because of the silky white you can see in the head shot. I have one of both, and the silky one looked a lot like that as a pup.
I'll defer to others on products. I use Coat Handler products on the advice on my breeder, but I don't think it's available at Pet Smart.
