Not to take sides but maybe he's had to clean up after dogs in his yard...where one goes others will follow and it can be very frustrating. Maybe he just wants to discourage all dog walkers to stay off of his yard whether they are carrying a potty bag or not.
You never really know what the other person is feeling or what they have gone through so it's always best to try to understand and be considerate. |
