I believe they are insect bites. Both my yorkies have gotten the same exact thing, in the same place. They lift their leg to pee, and these annoying bee-like insects bite them. They leave blood under the skin, and it dries and looks brown, just like that. We've had this problem the last two summers.
They usually disappear in a few days, but keep an eye on them. Baxter got bitten up pretty bad last summer, and the vet gave him a shot of cortisone. This year I was very careful, but they still got a few bites. I've put a few dabs of witch hazel on them, and it helps.
